Brownies are a sugary lump of sugar, not tasty.

and dirty windows!!! you come to this cafe to look at the view, and you get dirty windows.
the service is slow.
in general, I do not recommend it. There are excellent coffee shops across the street from the library.

A huge portion of pork pancakes, a fairly affordable price, pleasant service. Dusk is slowly falling outside the window. The tea with spices cools down in the cup. You can take your time and enjoy the views and food.

It is a very pleasant and atmospheric place. The menu is certainly sparse, but what is cooked is very tasty. Nice friendly staff and excellent coffee. Favorite place in the city. I do not recommend it, otherwise it will become too crowded)

A great place in Minsk, as tourists really liked the whole library and the panoramic cafe. The staff is very polite and serve you quickly. We took desserts and coffee, it was very tasty! If you have visited the observation deck, then you should go down to the cafe!!

Working as a programmer, I often visited different places with friends to enjoy the cuisine, believe me, I have experienced few places more pleasure than in GrafCafe - this is a true gourmet restaurant. Near the small tables there is a wonderful view from the window of the cottages, reminiscent of the marvelous medieval Europe, I mean the buildings. And this is an indescribable feeling of contemplating landscapes from above... I often tell myself that it's time to visit the roof of the world, because Minsk is the geographical center of Europe. There are rarely traffic jams on the avenue, and if there are, you can use the metro nearby. The cuisine is so light, harmonious, juicy, and tender that I'm surprised why our internationally recognized and vaunted programmers have overlooked this fascinating institution. It is perfect for a feast. Vodka is one of the favorite connoisseurs of traditional spirits, in the top of the most environmentally friendly spirits. There are many elite spirits that are worth trying at least once in your life. The desserts are simply amazing. If you want to live a full life, try to please yourself right here. After walking around the library, you can, in an hour and a half, make yourself happy with one of the best cappuccinos in the city. I will say more, I solemnly swear to try the whole menu here. At least something valuable can be remembered in this difficult life. I especially recommend visitors to try something delicious at affordable prices. The current menu can be found on the institution's website. The prices here are truly affordable, believe what I'm saying, because I'm still an expert, my family is famous for its cuisine. There are plenty of things you can take with you, in case everything is busy. Oh yes, beauties often come here, because this cafe is truly a godsend for them. Bravo GrafCafe! I'm thrilled! A very cozy atmosphere, with a wonderful panorama of your hometown. The cuisine and drinks are selected according to the atmosphere, without heavy and dense food. After a walk along the upper landing, it's nice to warm up with delicious mulled wine. Not Burj Khalifa))) but I recommend it.

Great place, lots of space, polite staff, and the kitchen is just rubbish for this price. In various reviews, the cafe is often indicated as one of the best with pancakes on the menu, the pancakes themselves are very average, ordered together with steamed pork, disgusting meat is like chewing cotton wool with sauce. At most, go in for a cup of coffee, tea or lemonade.

I expected a slightly different level for a rather big price.
Coffee, despite the positioning of the institution as a "coffee bar", was very disappointing.
I ordered an Americano for 7.50 - it tastes like ordinary cheap coffee from a coffee machine.
Or to be more precise, boiling water with unpleasant bitterness without a hint of at least some pleasant taste.
French fries with nuggets for 16 rubles - they just taste like preheated semi-finished products.
In general, I did not regret only that I did not order a full dinner :)
As a conclusion, it is extremely doubtful, and extremely expensive, for such a low level of dishes.

We looked in for coffee, its choice is sufficient, as well as alcoholic beverages (although non-alcoholic beer is not on the menu). It is located on the floor below the observation deck, parking is free nearby. Almost all the tables are located near the windows, so you will have a view of the city. It is spacious and bright inside, although the air conditioner did not work (which is not a good thing). The bathroom is clean and free of fetid odors. The staff is adequate and efficient.
