One of the elders among the Palaces of Culture. I don't know exactly when it was built, but it's been a long time, and it's been undergoing periodic renovations.
Cultural events are often held, and there are interest groups.
Parking is a big problem when there are mass events, there is nowhere to park.

For so many years, it would be possible to at least solve the issue of heating. Not to mention the renovation, it's just like in Soviet times. People wear jackets at concerts. The bathroom is a nightmare. Not only is the smell audible all over the ground floor. It's absolutely impossible to breathe when you go in there. Lack of basic hygiene products, soap, toilet paper.
