VTB Bank and ATMs. In Uralsk, this is the only place where you can cash out money from the Russian Mir card and only from it. There is a commission. Either for the issue , or for the conversion.The bank is closed on Saturday and Sunday, but ATMs are working and I don't know about around the clock, but until 20-00 local time for sure. Other VTB ATMs marked on the card do not work, so do not waste time and money, but go here right away.
