They can make a card without a residence permit. You need a Russian and a foreign passport + first go to the tax office to get a local INN (tax number), it is done in 15 minutes using a passport.
The fee for issuing the card was 200 bucks, although others had previously done it for 5000 rubles. In short, random.
A personalized card is made for 7 days, they didn't give me an unchanged one, maybe it wasn't there that day.

A great bank.
I arrived at the bank at 09:20. I asked the guard if I could open a debit card. The guard said that he needed a Turkish INN, a Russian civil passport, a tourist one, payment for opening an account 5000Tkl, and a $ 1000 deposit for a month.
I agreed, they gave me a number, and after 10 minutes I got to a bank employee. I once again clarified with the employee about the conditions for opening the card. Everything turned out to be correct, but it is not necessary to put $ 1000 on deposit. The rest is all right. I don't need a Turkish SIM card, I have issued it in Russian. After 15 minutes, I was the owner of a Turkish card. It can be used immediately for payment everywhere. A personalized card will be ready in 10 days. They said an SMS would come when it would be possible to pick it up.
An employee of the bank speaks English, explained everything clearly, clever, there were no questions or problems.
P. S. In order for the card to activate, you need to insert it into the ATM and change the PIN code and that's it, you can use it.
