The stadium is good, but it is closed all the time, although judging by the sign it should be open daily from 8 to 20. To whom should I complain about this?

Football matches are held regularly. Students are engaged in physical education. It's all good. There are turnstiles nearby. It's always clean. New coating. In general, I recommend it.
Artificial turf is no longer of the best quality. During heavy rains, the field is flooded by 90% ( it can be seen done without normal drainage)there is no lighting. Play only in dry weather and during the day
