The observation deck is a pedestrian path along the fence. It offers a good view of the sea, you can estimate the height at which the New Athos Monastery stands.
It is annoying that they have made car parking here: it is clear that there is nowhere else to park, but if the entire area in front of the entrance to the monastery were pedestrian, it would be much more comfortable for all tourists, and not just those arriving from below by car.
