I mean, best view of the city for a small fee and great infrastructure all around (park, restaurant, cafe, sightseeing wheel) it serves its purpose and does it well.

The most beautiful place in Tbilisi! If you climb the steps to the fountain, sit on a bench overlooking Kazbek, you can sit like this for hours. Then you can ride on the Ferris wheel and eat donuts in the cafe by the funicular.
