,Clean. It's beautiful inside. Nice room. There is breakfast. The staff speaks Russian and English. There's a store nearby. In general, everyone is very friendly.
Be prepared to be charged without showing your phone number. And then they'll immediately say, "We don't have any places, let's move you to another hotel for a couple of days." And this is provided that you booked from yesterday to today, because you have an early morning check-in, and you want the room assigned to you.

We had a rest in December 2024 at the Parlament Hotel. A cozy private hotel in the very center of old Baku. All necessary amenities are available. The rooms are spacious and bright. It's very cozy. Room service takes place every day: room cleaning, clean towels and hygiene products. A kettle and tea with coffee are available. Everything is in working order. The location of the hotel is convenient, close to all the sights of the city. The staff is polite, friendly, ready for any requests.
We liked it. Meets the price and quality.

When choosing a hotel, I was guided by two criteria: location in the old town and good reviews. The Parlament Hotel turned out to be exactly what I was looking for, located in the heart of the old town, which allows you to enjoy its unique atmosphere and stroll through its narrow streets. This was crucial for me, the hotel itself is small, only three floors, but after a recent renovation it looks very fresh and cozy. We lived in the largest room on the third floor, where there was enough space and everything necessary for a comfortable stay.
Breakfast at the hotel was included in the room rate and was a continental breakfast. However, on request, you could order an omelet, scrambled eggs or porridge. That was quite enough.
The room was cleaned daily, and the hotel staff responded immediately to any request. It created a feeling of comfort and care.
The only disadvantage of the hotel, in my opinion, is the poor sound insulation. But this is a feature of the old town, where life boils around the clock.The price for staying at the hotel was reasonable , which pleasantly surprised me . I booked on Booking , and the payment was made at the hotel in the local currency . VTB ATMs are two steps away from interest-free withdrawals.
If you are looking for a cozy place to stay in the old town, then this hotel can be an excellent choice. Here you can enjoy the atmosphere of the old town and leave the hotel to find yourself in the center of all the cafes, restaurants and attractions from the Old Gate in two minutes walk.

I stayed at the Parliament Hotel for a few days and it was a wonderful experience. The rooms are comfortable, the cleanliness is top notch, and the staff is very friendly and helpful. The hotel is conveniently located near the main attractions of Baku, which makes it an excellent choice for tourists. The breakfast was varied and delicious, and the overall atmosphere in the hotel was very cozy. I recommend it to everyone who plans to visit Baku!

We stayed at this hotel for a few days and were very satisfied. The rooms are spacious, clean, and beautifully decorated. The staff is very friendly and always ready to help. The location is excellent – you can walk to the city center. We will definitely come back again!

Think 10 times before booking!!! We booked a suite with a balcony through Booking 4-5 weeks in advance, a message arrived the day and two days before arrival, saying we were waiting, would you like to use our transfer for $ 20? They refused, because a taxi from the airport costs $ 6 for Comfort. We arrived, we came to the reception, a friend talked to someone on the phone for a long time (probably in Azerbaijani), then he said - but they didn't confirm your number, it was refused… But we can provide a room in our other hotel, not a suite, without a balcony, but for the same money! I say you don't need it, cancel it yourself. No, they don't want to be fined from Booking themselves, they say you will cancel. Fortunately, the cancellation was free until the evening, and I immediately booked an analog 70 meters away. But at the same time, they did not fail to notice that this is the situation with hotels everywhere here in this city, now you come to another hotel, and there are no rooms there either, they say, the Booking has not been updated. Well, we came, everything was fine in another hotel - and the room was available exactly booked, and there were no problems with anything. Also with a fresh renovation.

A small cozy hotel, one of several hiding in the winding streets of the Old Town. The hotel has an elevator, unobtrusive young staff, a refrigerator with a minibar and a bonus – in the next door there is a shop where you can buy a sudden snack, water, etc.

The hotel is located in the old town, and its advantages end there.
A toilet combined with a shower cabin as a present, an amazing exit from the window to the street.. which you can not open and hear everything that happens outside the room. At 8 a.m., your morning will start with "amazing" music that can be heard EVERYWHERE. Well, as a gift - shabby walls, wallpaper and a TV that can hardly cope with work.

I chose this hotel based on the reviews on Booking. The estimates are clearly overstated and probably not real. This is not a 4* hotel with a restaurant. There is no restaurant at all.
Pros: excellent location, walking distance to all major historical attractions. There are many traditional and modern coffee shops and restaurants nearby. The staff is responsive, but they clearly lack the knowledge of standards and service for a 4* hotel.
Cons: disgusting breakfasts indoors without heating on the roof. The coffee is only instant, the tea is light yellow and only with thyme. Boiled eggs were dark with age, and uneaten sausages returned to us the next day already warmed up in the microwave in a terrible appearance. It is worth adding that the cook takes them out in rubber household gloves, with which she just washed the dishes, and on the way she could fix other products with the same gloves. The hotel has indeed recently been renovated, but the finishing materials are cheap and the hotel has already begun to be demolished. The wallpaper is in tatters in some places, and the paint is falling off the plumbing. The bed linen is cheap, has no appearance, and it was changed for 5 days only after we asked for it. Towels used to have holes. The bathroom is very cramped, and a medium-sized man can't turn around in the shower.

Don't mess with this hotel!!
The eternal noise, it is impossible to sleep at night.
They do not consider it necessary to return the change from the payment.
A $25 transfer is not worth the money - an old car with a late driver.
The breakfasts are mediocre.
The room is tired, the mattress is terribly uncomfortable.
