I was here on the evening of January 9, 2023, I stood in line for 30 minutes, as a result, they reluctantly told me: to issue an unnamed "instant" debit card from non-residents, they require a copy of the employment contract, an account statement at the place of work for the last 3 months of work + non-refundable GEL 50 per application and 2-3 days for consideration. In addition, they said that GEL 25 will be debited monthly for servicing the card account. This is almost 7,000 Russian rubles per year. I do not advise anyone to contact Liberty bank after January 2023. I think that this bank no longer needs Russian transactions
PS: What else is worth adding: even taking into account the fact that all these documents were already with you, they did not issue anything, i.e. there is no work until the last client here either. A village savings bank with wild service rates.
