The employee speaks Russian, they explained it politely and clearly. Unfortunately, I did not issue the card due to lack of time (I had to wait 3 days for it to be made and delivered from Tbilisi)
It's hard to call this place a bank, it looks more like a stall from the 90s. Of course, the exchange rate here is higher than at the border, so when crossing the border this is the first settlement where they change currency and have a snack, although prices bite here)
A small bank office and a currency exchange office - Georgian lari, US dollars, Russian rubles. You can open an account and create a card. Income certificates are needed from Russian citizens, but you can create a "frozen account" and send them later - that's what they told me there.
Upon entering Georgia, they could not change the money, as there was a break in the exchanger at the checkpoint. This bank had a normal exchange rate, not the most profitable, but not extortionate either.
