It is a very pathetic legacy of the Soviet era, which has remained almost unchanged. No, the view has become even worse than under the Soviets, the marble steps have been dismantled and apparently taken to their "sites", having covered them with something that looks like grave mounds. There is a funeral services store right there(((. It is a pity that the administration of Pervomaiskaya district does not get around to giving this rare building a decent appearance, not to mention its good content. It was once a cultural place to spend time.
