If you want to try the local cuisine, I recommend the Dolma restaurant. It is easy to find, it is 2 steps from the Old Town and Starbucks. Authentic interior, cozy , very clean . We visited it several times and always had a warm welcome , excellent service , the quality of the dishes is unchanged , my husband especially liked the pilaf with fruit . I recommend a salad with crispy eggplant , saj with lamb , tortillas from the oven , quince compote and of course tea.
We were also surprised by the prices , with such a quality of dishes and serving , they are lower than similar restaurants nearby and you can choose for any purse .

Basement room for a huge number of guests. The owners of the establishment want to put tables next to each other so much that it is impossible to move the chairs to sit at the table. It's uncomfortable. Not cheap.
Positive: Well, a large number of the dishes we ordered arrived very quickly. Two types of kebabs, two soups, wonderful fried eggplant, fried dumplings and something else. The tortillas are delicious and hot. The tomato soup is spicy.
Cons: I told the waiter that I couldn't eat lamb, and we picked up a shish kebab with beef and grilled vegetables to go with it. The shish kebab is very difficult to chew, my jaw was tired, the grilled vegetables were just black coals - you have to pick to eat something. And they even stuff fat into the eggplant. This is as strange and completely tasteless as possible, especially for someone who has voiced that he cannot eat it.
The service was included in the bill. Since the bill is delivered in Azerbaijani, we asked if this line meant the service was turned off, to which the waiter replied, "No, it's not for us, it's for the establishment," cunningly hinting at additional tips.
Fried dumplings smelled too much of mutton, for comparison they were taken elsewhere, there was no such thing.
In total, double-check the bill, don't be afraid to ask what they include (there were cases in Baku with left-hand bread baskets added) and keep in mind that tips are already included in the bill.

A very tasty Saj, an excellent selection of wines and a divine lamb kebab, one of the best and most delicate that I have ever eaten. I visited this restaurant, which is so advertised among Russian tourists, the impression is not very good.
We ordered a barbecue salad and brought some porridge. I didn't even want to look at it. We ordered a vegetable plate and brought the whole vegetables. In Russia, it's always slicing. And how it is. Pick up a cucumber and take a bite out of it))) funny. We ordered pilaf.... They brought a large plate on which one half is rice and the other half is meat. It's not tasty at all. It turns out that the rice was cooked separately, the meat was cooked separately, somewhere in a bowl. A real pilaf is like everything should be cooked together in one cauldron.
So I don't think it turned out to be tasteless to me, apparently there is always such a feed. The price tag is high. There is a quite decent Khazar cafe nearby, it is not searched there, but at least it is clear what you are eating. And the price tag is two times lower, and the interior is the same.
