This is a purely local feature. Northern self-love in its subtle mental organizations. "What, you don't have depression?!"... The idea itself and its architectural solution deserve at least respect. It's worth going in, but there's no point in rushing here at all costs. The only difference from the same Tempeliaukio is the complete silence and the sparseness of the interior. Inside is an ordinary concrete box.
