I don't know how it works.. I come to pay for communal services, I take a ticket by electronic queue. People come to take the ticket after me and go to the window earlier. For some reason, the priority of the senders of parcels, how many times have I noticed. They stand for 10-15 minutes, draw up papers. When it's my turn (more often after 30 minutes, no less) then the payment of bills is no more than 2 minutes. But this is not only a problem for this belpost. There is an air conditioner, but for some reason it is not turned on in the heat. Because of this, the stuffiness is even worse than on the street.
