The entrance is free, there are several halls. Then there are several tiers of terraces. The front side, the first level of the observation room and the highest second. There is a wonderful cafe on the first observation deck and you can catch a table, but the service is slow. You can feed the seagulls. There is an elevator to the top and a cash register in front of it. You don't have to queue for it if you have a bank card. There is a purchase terminal near the elevator, which apparently no one knows about.
